Yes. It's just balance sheet hocus pocus but it would enable the purchase of bitcoin in a budget neutral way. Assets increase in proportion to the new debt.
The actual bitcoin purchase would be a liquidity injection. It would also increase GDP on paper via the US bitcoin treasury company's.
Some would interpret it as the USG abandoning the USD. It could also easily be spun towards securing the backing & confidence of the USG & USD. Most would think it's just Trump pumping his bags.
The key thing bitcoin provides is a something to absorb the excess currency that's going to be sloshing around when they print.
Like I said, it's the winning move. Whether they run with it or not is a different story.
It's looking like they'd rather have Nvidia or Anthropic shares on the balance sheet though. I guess the FIC don't have enough in their bitcoin bags yet.

Even if both sides are following the spec, there are magnitudes more concerns that go into proper interoperability that a spec will never capture.
I draw a line between AI assisted and vibe coded. In one you're still the engineer, and you're adapting and learning the problem space you're building your software in real time, adjusting your mental model as you go.
In the other you have a vague idea of the problem space you're working in, delegate the work to aj agent, and review its outputs without meaningfully confronting the problem space directly.
The difference is very stark.
