You are trying to solve the problem that spam exists on relays.
To do this, you need to distinguish what is likely spam and what is likely ham.
“Adaptive” PoW only works if you know if the content is spam or ham.
But the entire point is that we don’t know this and want to find it out. And PoW provides no information about spam/ham.
So, why bother? Instead of disproportionately disadvantaging your average user with PoW, you can work on methods that can reliably identify spam/ham and implement ratelimits instead of adaptive PoW. (which don’t make the UX suffer for the average person)

When the universe begins, the angle of rotation (phase) of the wheel is zero. At this point, everything moves through space at the speed of causality: both bosons (electromagnetic waves) and fermions (matter). At this point, there’s too much movement through space and collisions happening, nothing can truly stick. The collisions happening at this stage are what give rise to another kind of wave which we’ll take about later: gravitational waves.
As the angle (let’s call it theta) ticks forward (goes from 0 to pi), fermions start trading their momentum through space to momentum through time until pi, where these two reverse.
When theta reaches pi, we reach the most stable period for matter. This period is what gives matter the time to coalesce into bigger structures we see as galaxies, stars, planets, etc.
The step size (how much theta advances to the next value) is given by the amount of energy in the universe and Planck’s constant. Bigger universes have unimaginable small delta theta (step size), while smaller universes have a bigger step size (they don’t tick as smoothly).

As fermionic observers (ie made of matter) we experience electromagnetic waves (ie bosons) as traveling at the speed of causality (mistakenly called the speed of light).

Because they spend all their causality budget in space, they can’t spent any in the time dimension. To us slow fermionic observers, electromagnetic waves “appear” to travel through time, but that’s just from our own reference as green dots confined to the spokes of a wheel, where our paths cross.
A photon we perceive coming from a far away galaxy is a really long switch that existed in an instant. Bosons are confined to spend all their causality budget across space dimensions. Fermions are confined to spending their causality budget across both space and time dimensions, but to move along with the wheel, they collect near the axle. Fermions thus has a tendency to get close to the axle, where most of its movement is going to be through time (forward direction of the wheel, perpendicular to the plane it rotates over).
When a fermion is prevented from getting to the center of the axle (free fall), it must move through space to keep up with the forward motion of the wheel, and will feel an acceleration, which we call gravity. That is what happens for us at the surface of the earth, we are prevented from getting to the axle, and that push up and down the wheel as it rotates feels like gravity.

My client basically has settings in which users specify a list of pubkeys for which they want to be stewards of OTS info, and then the client automatically tries to do the work of keeping the OTS info updated for events from those pubkeys. The default setting is simply that users are stewards for OTS info for their *own* pubkey.

That is not the worst case scenario. Notice the timelock that allows key B and key C to spend the money after 89 days. Very possibly, key A expected that he could use key D or key E to take his money back before the timelock expired, such that the timelocked path was only a less secure fallback that should only apply if he loses his keys. But due to bip110, neither party can spend the money until after the timelock expires, meaning the less secure path and the intended path will both become valid again at the same time. That creates an insecure race condition that is entirely bip110's fault.

Yeah, I've purposefully not really been asking the question where the proofs should *ideally* get stored.
Instead I've been working within this framework of Nostr magic where we let data float freely around the ether and trust that it will become available where it's needed.
In the Nostr context, "relays" do come to mind as a place to store OTS proofs, and they have the advantage of currently existing.
I guess the one minimal requirement is that people can easily back up and archive OTS proofs for their *own* events, so whatever stores these proofs should have an easy-to-use "data liberation" feature.
