Because I am a geek about things, I had to go looking for hands:

A horse measurement that can’t be split exactly into whole numbers (63” divided by 4 is 15.75 hands) use a decimal place to represent the extra length that isn’t divisible:
0.25 = 0.1
0.5 = 0.2
0.75 = 0.3
63 divided by 4 is 15.75, which is 15.3 hands. There are no other decimal hands (15.5 hands is not possible)
