现代货币理论(MMT)的支持者在经历了2021–23年令他们尴尬的创纪录通胀、沉寂一段时间后,又卷土重来了。他们告诉我们:政府庞大的支出与债务堆积无须担心——政府赤字是私人部门的盈余("政府的红字即私人的黑字"),私人部门增长源于公共部门赤字,而既然美国政府拥有巨型印钞机,就永远不必害怕违约或债务危机。
伟大的法国经济学家、奥地利学派先驱弗雷德里克·巴斯夏(Frédéric Bastiat),为我们提供了一套评估"政府支出后果"这一主张的绝佳框架。
在经济领域,一个行动、一种习惯、一项制度、一部法律,不仅产生一个可见的直接效果,还引发一连串不可见的后续效果。直接效果与原因同时显现——这是被看见的;其余效果依次展开——它们未被看见,但若能预见方为明智。优秀经济学家与拙劣经济学家之全部区别就在于:前者只考虑可见效果,后者同时考量可见效果与必须预见的不可见效果。
按巴斯夏的标准,MMT鼓吹者是典型的"坏经济学家"——他们将一切归结为会计视角下仅可见的东西。看斯蒂芬妮·凯尔顿(Stephanie Kelton)对政府赤字的分析:
政府支出100美元(G)
非政府部门现持有100美元
政府征税90美元(T)→ (G−T)= 政府赤字 = 10美元

凯尔顿说若不发债,"那10美元留在美联储银行准备金账户中,赚取联储设定的隔夜准备金利率。"
她结论称,现代经济和政治话语存在重大"语言问题"——人们把财政部付息称为"负担",却不把趴在联储赚息的准备金视为负担,尽管二者都是政府赤字支出的经济等价后果,区别只在于政府是否发债填补收支差额。
当然,首先要注意:包括奥地利学派在内的许多经济学家本就认为联储这些操作是负担。对遵循巴斯夏教导、追溯政府(含联储)行为最终后果的人而言,不存在什么"语言问题"。
敏锐读者还会注意到MMT颠倒了课税与支出的顺序——凯尔顿例子中第一步是政府先花100美元,之后才是政府独立决定:把部分花出去的美元征回来、换成国债,或留它在经济体中不征税不转换,作为联储资产负债表的负债方存在。MMT主张这些后续决策应服务于充分就业和"最优"通胀率等政策目标——政府想花多少就花多少,再通过税收中和需求或操纵利率来给通胀踩刹车。
姑且假设(请忍住别笑)那100美元被"高效"花在重要公共工程上(说了不许笑!),巴斯夏会怎么说?
巴斯夏只会指出:政府项目耗用的劳动与资源,本可以在私人经济中被用于盈利性、生产性的用途。视政府项目为"经济刺激","不过是毁灭性的障眼法,一种不可能的事——它展示了一点被看见的亢奋劳动,却掩盖了大量被阻止的、未被看见的劳动。"
巴斯夏正确地看出税收与盗窃在经济本质上无区别。他认为无论税款被用于何种所谓"益处"是另一个问题。这对其MMT是毁灭性打击——MMT对政府花在什么上面态度暧昧,跟粗糙凯恩斯主义一样,重要的是政府花钱这个事实本身。
说什么政府官员把这100苏花掉会对国民劳动大有裨益,盗贼也会同样花掉,詹姆斯·B. 若没被这位法外寄生虫或合法吸血鬼拦路堵劫,也会照样花。
换言之:若政府花税收款创造就业,则普通窃贼花赃款也可说创造就业。
MMT支持者可能反驳巴斯夏混淆了支出与课税——的确,巴斯夏写作时假定征税目的是为政府开支筹资,而非像MMT那样用税收"收拾通胀烂摊子"。巴斯夏对通胀的看法稍后讨论,但他对税收的看法毋庸置疑,即便撇开"税收是为政府开支融资"这点:
你怎样看这件事都行,但只要公正,就会看到合法或非法掠夺不会带来任何好处……教训是:暴力夺取不是生产,而是破坏。真的,若暴力夺取等于生产,我们国家会比现在富有一点。
既已暂允MMT"先支出后问"的启发式,不妨做同类"政府=盗贼"类比——把政府想成普通伪造币者。留给读者思考:若把凯尔顿例子里的"Gov"换成向经济注入伪币并抢劫民众的罪犯,逻辑还成立吗?先印假钞还是先抢劫有区别吗?伪造者—盗贼若去借笔贷款,分析变了吗?经济体因这些犯罪变好还是变糟?
巴斯夏在《看得见与看不见》中对公债未详述,但曾以农民获贷挤掉另一借款人的例子探讨政府担保信贷:
没错,我把操作简化到最朴素的表达,但把你拿到最复杂的政府信贷机构做同样检验,你会确信它们只有一种结果——置换信用,而非增加信用。
此洞见同样适用于政府债券:政府卖债券不会魔术般增加经济体储蓄总量——储蓄必须从其他用途转移过来。MMT断然否定这门经济学101的不容置疑之理,按凯尔顿说法政府确实魔术般增加了经济体储蓄。鲍勃·墨菲(Bob Murphy)已驳斥过这种魔幻思维。说到"私人储蓄"定义,有语言问题的分明是MMT支持者而非其批评者。
若政府把新钱花入经济却既不通过征税收回也不换债券呢?这正是路德维希·冯·米塞斯与默瑞·罗斯巴德定义的"单纯通货膨胀"(simple inflation)——钱经由直接支出而非信贷扩张进入经济。因此奥地利学派(及巴斯夏这样的先驱)不受凯尔顿"只有财政部向公众发债时赤字才被视为坏事"指责的影响。按巴斯夏标准,"好经济学家"能预见不可见后果,不论政府或MMT信徒用何种伪装与shell game(shell game:掩饰真相的把戏)。
巴斯夏较不为人知的文章《诅咒之钱》(Maudit Argent,英译《什么是钱?》)粉碎了"货币通胀使经济致富"的观点。他借公民与经济学家的虚构对话分析货币与通胀:
公民说多些钱就能多提供服务。经济学家答:
说到服务,必同时指被接受的服务与回报的服务——二词相互蕴含,须彼此平衡。社会不可能提供多于它所接收的服务,而相信相反的事,正是靠倍增硬币、纸币等追逐的海市蜃楼。
对话中经济学家把政府印钞等同于非法伪造:
强逼人民接受被官方封为'美元'的纸片,或强逼他们把只重半盎司却被法定命名为'一美元'的银块当一盎司收——这与伪造假币是一回事,甚至更糟;所有支持纸币的论调都可用来支持合法伪造……
…若以为倍增交换工具就是倍增交换行为及被交换之物,那最简单办法莫如机械地把铸币一分为二,立法让半块享有整块的名与值。两种情形贬值均不可避免……这种贬值(纸币可贬至归零)靠不断制造受骗者完成,其中穷人、老实人、工人和农民首当其冲。
MMT声称专家可管理政府支出、税收、赤字和债务以实现充分就业与可持续经济增长且无讨厌副作用。弗雷德里克·巴斯夏的伟大洞察表明:这是充满谬误的魔幻思维。
MMT支持者对会计同义反复的运用是"坏经济学"的顶峰——等式掩盖了让政府控制我们稀缺资源的不可见后果。再花哨的MMT伎俩也抹不掉一个事实:凡事皆有成本。政府支出与课税将真实资源从私人生产性用途中抽走;同理,政府债务把储蓄从生产性用途中分流;政府印钞也不会增加社会的真实财富。
重新排列课税、借债、印钞与支出的先后顺序,丝毫不能改变这些政府行为的根本性质——这是一场欺人而非启智的MMT shell game。
若巴斯夏活在今天,他定会对MMT鼓吹者说:
"你们的论点够时髦,但它们荒谬到无法用任何理性为之辩护。"

To say a bit more: I'm basically working off the moral framework that as long as something is voluntarily consented to, then it's not a moral infraction / harm. Not everybody agrees with that and it's sort of an extreme position.
But from that position, almost everything is neutral in its own character and becomes harmful or positive based on the context in which it's employed (consent-breaking or not).
I can dream up a scenario in which I agree with you. For instance, you build a super competent robot that interacts with a target person and always does the opposite of what they request, from simple conversational belligerence to extreme stuff like hearing "please don't hurt me", "please don't kill me" and performing the opposite.
...Well, actually now that I'm thinking about it, even that one doesn't fit. You could request of the robot, "Please don't cure cancer for free for everyone". that's a puzzling one - is the fact that it's violating the wishes of one person a "bad thing"? or is extending the life of many others a "good thing"?
What if you built a robot that killed all the "bad guys"? Well, it depends who's building it and what their idea of a "bad guy" is, doesn't it?
I guess I think that to believe certain technologies can be non-neutral or at best non-confusing - that is, straightforwardly good or straightforwardly bad - you must probably first believe that there are objective goods and objective bads, rather than all moral judgements being subjective. I believe all moral judgments are subjective.
The speaker in the video sort of tipped her hand by using the term god-given. She might believe in a god which is probably where she's getting something like an objective moral framework. So naturally she can judge outcomes or technologies as obviously good or obviously bad. I can't do the same.
So I'm left with the condition that only the parties directly involved in an act determine the moral character of the situation, which means the inputs to that situation are sort of undefined with regard to those parties. The technology doesn't know ahead of time what the moral frameworks of those parties may be. and an outside observer (like the lady in the video) doesn't have any ground (from the point of view of those parties involved) to make moral judgements on behalf of them if they didn't explicitly request such a judgement from her. i didn't make such a request of her, so her judgement is meaningless to me :)
