poor urban design is partly a result of having a mass of people that constantly grows, and building things up as they become necessary, instead of planning it from the ground up.

The focus should not be on scalability, the focus should be on building it for a specific scale, and keeping it there.

If you design a city for 100k people and allow it to grow to 1 million, no matter how 'scalable' you build your infrastructure, it's going to end up failing the population and cost a ton to maintain.

Ending cars and cities, to me, means designing towns/cities for a specific population size and density, and interconnecting them with public transit / rail.
