Rocky and Alma are based on RHEL, not Fedora. Both RHEL and Fedora (as well as Centos) are part of the IBM conglomerate. Rocky did have *major* issues in the beginning because of IBM's purchase of RedHat and its subsequent changes of licenses and access models.
