There exists no solution. There is no such thing as a dynamic PoW for a sender because there are no senders.
Global PoW would be naive. Fixed PoW would be naive.

Relay operators have no incentive to honor PoW as it brings nothing of value to them and is easily gameable.

I did not expect you to be unbiased. A working PoW implementation for relays would be a threat to paid relays for sure.

Npubs are cheap, persistent identities don’t exist. Your only bet is a global PoW limit which will end up excluding a ton of genuine content
Because it is the highest value you can reasonably do without making the experience of many users miserable.
And regardless, PoW only burns money, while being very cheap for spammers.
Paid relays fix this problem in a better way by not slowing your client to a crawl on every action you take, and actually funding the people dealing with spam.
I follow some influential product people at Cash App / Block and every new feature lately seems to be influenced by things that came about from a nostr-related Jack-idea. For example, they use the BitChat idea to make local cash send. Then they add parental controls and allowance (two accounts connected in a relational way).
Things are pointing towards Cash App becoming an everything app.

FYI, I made an experimental modification to the strfy relay enabling it to add OTS proofs into the events it returns. These proofs are assumed to have been disseminated as k-31045 events. The relay verifies the proofs against BTC headers and, when queried for an event, finds the best proof held by the relay for that event and splices it into the event when sending the event to the client.

Really? I tried replying to you but I got this message:
No relay accepted the private reply (tried 1 recipient relays, 1 own relays).
My point is that a fixed PoW would be naive.
It would be akin to being able to move anywhere in space instantly at the same cost. The more you move the more you should spend.
A serious PoW implementation would challenge the sender with increasing difficulty making it exponentially harder (and costly) to keep up.

Dunno who, what or why. Don't care to finger point and have seen the opprobrium. It's just there as what appears an obvious situation that people should maybe meditate on. The only way centralization and protocol destruction will occur is better clients that are easy to onboard people to and people onboarding others but schisms will diminish adoption so erm well done all!
