1. An Army, paid by every citizens would only defend the country from exterior threat. Not to attack others. For the interior police, I suppose you could opt-out.
2. Citizens would be allowed to create their own militia to protect them and their properties.
3. No more than what the citizens have the right to do, with the exception to lock you up if you are convicted of endangering the life, individual liberty or property of someone else.
