it seems to be very much about norms and taboos
if instructions were given, it's considered rude to ask to "clarify" them because you are implying the person who gave them did a bad job
if you do your best based on your limited/lacking understanding, this is apparently more forgivable

yeah, i guess what i am getting at is if bsky's relay doesn't accept your posts or has blocked your account, you are blocked from bsky, period
if you run fully independent (PDS+relay+appview) and bsky blocks you, you're still independent but i don't think anyone on bsky.app would be able to see you

the consensus/quorum mechanism you describe doesn't exist in ATproto as far s i'm aware, it's all-or-nothing based on the appview

basically, the owner of the appview (bsky.app is an appview) can decide who is and isn't allowed to appear on their appview
if all you run is your own PDS, then you are at the mercy of the appviews you are surfaced on. most people just have their PDS route into bsky's relay+appview so they wouldn't be visible anywhere else

if you were actually suspended by bsky and were only running your own PDS, your account would simply no longer function at all, even on your own PDS, because essentially your DID would be blocked from publishing to the protocol firehose
the ATproto "solution" to this is for you to run your own relays + appviews (in addition to PDS) which may or may not replicate to the bsky firehose

there's a lot of misunderstanding of how the ATprotocol network works
if you run a PDS, which is all most outside instances are doing, then you are actually at bsky PBC's mercy. they can nuke you even if you are on a different PDS altogether
the only way to have *complete* independence is to run your own PDS *and* relay *and* appview, which is much more work and expertise than a PDS alone
Blacksky apparently only runs their own PDS, not a relay or appview
