Russia refused to investigate the plane crash with Yevgeny Prigozhin according to international rules.
Brazil offered its help because it manufactures the Embraer business jet on which Prigozhin was on board. Reuters writes that Brazil's Aviation Incident Investigation Service was waiting for Russia's consent because the accident "raises suspicions of the Kremlin's involvement."
