China is a country with a lot of laws and control apparatuses in place but none of them applied or utilized. It is, in many respects re daily life, a more-free society and existence than the West. I think it's notable that, for example, China has a lower incarceration *rate* than most European countries and, of course, the United States of America. So, while the PRC government certainly has the *power* to, and "reserves the right" to crack down on people, etc., they almost never actually do.
In regards to things like this stuff, specifically, I don't think the government would really care too much. Prostitution is illegal, there are still prostitutes and people use digital payments therein. There are *so many* vendors and sellers of all sorts of things that it would be virtually impossible to actually tightly regulate payment processing. There are probably more vendors and sellers participating in financial exchanges on a daily basis in Shanghai alone than the populations of some European countries.
