I think Eco's work on understanding fascism as a social phenomenon needs to be read in this context, offering us a tool to recognise the dynamics underlying the phenomenon, and going beyond the aesthetics and the specificity of 1920s Italy. And in principle, I am not oppose to the use of "fascism" as an umbrella term. I however notice a tendency to weaponise the word "fascist" to position oneself within a certain discourse to automatically get legitimacy of an argument
