I agree paying a toll to the relay for each post is probably an improvement. And it would likely solve spam. Pay to use. But It will have the unintended? Effect of reducing user interaction. An alternative maybe if the relays themselves posted reply advertisements on notes that generated some kind of income. That you could pay a fee to the relay to opt out of having added to your notes. And then relays could choose to jealousy guard posts from non relay spam as a service.
