The only workable alternative to paying for a TV license is to 'prove' to the inspectors that you no longer have any devices capable of TV or radio reception, and that all antennas, dishes, and Internet links got removed. I know a few people who did that.
Practically speaking, any subscription services (cable TV, Internet plus box, etc) will just rat you out to An Post.
I know someone who lived in a Dublin 8 apartment for years, dodging the inspectors.
