Possible, but maybe not practical - you would need each phone to negotiate connection with the next one, and the interference from all the other phones would be horrific. Would probably need something like Bluetooth, as NFC tends to be too low power. If someone is jamming mobile signals and WiFi, then the Bluetooth frequency will also be easy to jam at the same time. Probably better for some of the people to have older tech like walkie-talkies.
