US politics was actually designed to heavily exclude big groups of people. Women couldn't vote for generations. Blacks couldn't vote for the most part until the Voting Rights Act of 1965. Republicans(including most white women) describe those good old days as #MAGA, and are rolling back voting rights starting with black voters:
