We share the same dream!
As these are all government or large public sector deployments, they are mainly private federations. However, we are seeing governments (Germany and Luxembourg for instance) using Matrix for government to citizens communications - so it's broadening for sure.
Separately, of course, there's the open public Matrix federation!

Govts need enterprise s/w. Signal doesn't offer those features, and has never claimed to. Its focus is totally different, and that's fine.

Phishing/social engineering is always a concern; even just tailgating through a door in the physical world...
But a communications solution that is self-hosted, integrates with internal identity and access mgt systems, and operates as a closed network/federation helps minimise risks.
All of which comes down to optimising for the use case. 🙂

This is about use case. Signal is a consumer messaging app.
Governments shouldn't use consumer messaging apps for the same reasons they shouldn't use personal email accounts.

device management is “Manage account & devices” in settings. It requires your server to be using Matrix Auth Service though, as Element X only implements the latest APIs, shedding a lot of the legacy cruft from Element Classic. Slash commands on EXA are at https://github.com/element-hq/element-x-android/pull/6482 although they are an easter-egg (literally in this case 🐰); EX tries to be more mainstream-friendly than Element Classic, while also supporting powerusers.

Matrix is an open standard. It’s not a vendor, and has no vendor lock-in.
If you self-host (as govts do), then it’s simple to move your server to different underlying infrastructure.
If you’re using a hosted service: Any decent paid hosting service should let you take your data with you, so there’s rarely a lock-in from paid hosting services.

Element Classic shared no code between iOS/Android/Web and so more than tripled bugs & maintenance. It also used legacy UI (UIKit and Android Views). So Element X switched to using matrix-rust-sdk as a shared engine, and also switched UI to SwiftUI & Jetpack Compose => new app. It has several years to get to parity with the old app though, hence no forced upgrade yet. (Element X Web is taking a very different path, fwiw: https://fosdem.org/2026/schedule/event/DZJVTS-an-element-web-client-for-the-future/)

when you say 'read marker' are you talking about the "-- NEW" separator which shows which messages are new since you last checked the room, or something else? This separator should disappear once you send a message in the room.

so the good news is that ESS is just a distro of vanilla Synapse (alongside Element Call, Web, Admin etc) so migrating from pure synapse is very doable. The good/bad news (depending on your prefs) is that ESS is a helm chart for k8s, so you get the same base distro that we use in our massive paid deployments. However, that does mean running a small k8s for it (eg k3s or microk8s). It then should look after itself pretty well.

Notifications on Element X iOS should be rock solid. So something must be going wrong - please can you submit debug logs after missing some? Also, what server is this on? Frankly server problems sound more likely. (On Element X Android however there are some known problems on notifs if you don't give the app full permission to run in the bg; we're working on these).

Resourcewise, it entirely depends on your usage patterns; the absolute minimum is 2 cores and 2GB of RAM, but for a public-facing server you'd probably want at least 4 cores and at 16GB of RAM or so.

(3/3) Device verification has existed for a long time and most users are verifying their devices already. In a non-E2EE application, Bob can trust the server that the message is from Alice (as Alice is authenticated). In E2EE, Bob needs to check (cryptographically verify) that the keys of Alice’s new device used for message encryption, are cryptographically linked to Alice’s identity.
This is a slightly simplified & compressed summary for those who are more tech savvy.
For a non-technical user the simplified summary is that other users can always be sure that this device belongs to you.

- Device verification is needed for the purpose of end-to-end encrypted (E2EE) messaging. In Matrix, each user can have multiple devices (aka sessions, logins). When you log in a new one and verify it - what is happening under the hood is that you cryptographically sign the keys of this new device (which are necessary for E2EE) with your cryptographic identity. This will provide other users the ability to cryptographically verify that this device belongs to you.

- Bots (and bridges) can be verified, but their code may need updating to allow this. The easiest way for a bot to provide verification is to support creating a recovery key and then supplying it when creating a new login.

- Yes, correct. We’re talking about verification of the new Matrix session/device when you log in - for the purpose of end-to-end encrypted messaging. This is absolutely NOT some kind of centralised device database: it's a way to say "this device definitely belongs to me" in a way that can't be faked.

💡Tchap, a fork of Element, now has a server for each ministry and 375K active users as part of a large private federation. It is also part of La Suite, the collaboration platform integrating open source tools for public agents.
Tchap plans to adopt open federation to connect with external parties, such as local authorities.
