Sweden's public sector just went live with Matrix-based federation!
Försäkringskassan (using Element branded as SAFOS Chatt) and Trafikverket (Rocket.Chat) are now communicating in real time - two separate agencies, two different vendors, one seamless conversation.
Led by eSamverkansprogrammet (eSam) across 40+ member agencies, with plans to expand and formally recommend @npub1m9z…whzq as the common standard for secure, interoperable communication across Sweden's authorities.

🔐 Encrypted chats no longer have to start with a blank slate...
For years, end-to-end encryption (E2EE) meant new members joining a chat couldn’t see any history. Conversations stayed cryptographically locked, forcing teams to rely on workarounds like screenshots just to provide context.
👉 Today, that changes. With seamless encrypted history sharing now available in Element, new members can securely access past conversations without compromising E2EE.

We didn't include universities in the map, but we're delighted at how popular Element and Matrix has been across universities.
This might be out of date, but it gives an idea: https://doc.matrix.tu-dresden.de/en/why/?ref=element.io

We share the same dream!
As these are all government or large public sector deployments, they are mainly private federations. However, we are seeing governments (Germany and Luxembourg for instance) using Matrix for government to citizens communications - so it's broadening for sure.
Separately, of course, there's the open public Matrix federation!

🇪🇺 Digitally sovereign communications need an open standard to enable vendor-neutral federation and prevent lock-in.
We’ve mapped out sovereign communications across Europe that support @npub1m9z…whzq open standard federation.
That’s sovereign and secure communications between separate organisations, and cross-border, without any reliance on a specific vendor.
Know of a deployment missing from the map? Contributions welcome.

It reinforces a key point: Collaboration software is core infrastructure for digital sovereignty. Strategic investment in open source is essential to avoid vendor lock-in.

Yes, big diff between Signal, WhatsApp and T/gram.
We're not 'arguing against Signal.' We're saying that govts shouldn't use consumer messaging apps.
Govts need enterprise s/w. Signal doesn't offer those features, and has never claimed to. Its focus is totally different, and that's fine.
We provide ent-grade features as part of our commercial solution. That revenue pays the salaries of people who develop FOSS and commercial software.

100% with you on the need to trust and fund fully open source software.
Phishing/social engineering is always a concern; even just tailgating through a door in the physical world...
But a communications solution that is self-hosted, integrates with internal identity and access mgt systems, and operates as a closed network/federation helps minimise risks.
All of which comes down to optimising for the use case. 🙂

2026-04-16 10:11:07 UTC

To be clear, we're not saying Signal has any security problems.
This is about use case. Signal is a consumer messaging app.
Governments shouldn't use consumer messaging apps for the same reasons they shouldn't use personal email accounts.

device management is “Manage account & devices” in settings. It requires your server to be using Matrix Auth Service though, as Element X only implements the latest APIs, shedding a lot of the legacy cruft from Element Classic. Slash commands on EXA are at https://github.com/element-hq/element-x-android/pull/6482 although they are an easter-egg (literally in this case 🐰); EX tries to be more mainstream-friendly than Element Classic, while also supporting powerusers.

Lack of funding means it hasn't been completed yet.
This is precisely the type of stuff that gets made if govts support upstream vendors by buying the commercial product and support the overall project.

Hi @npub1erl…rm9k
Matrix is an open standard. It’s not a vendor, and has no vendor lock-in.
If you self-host (as govts do), then it’s simple to move your server to different underlying infrastructure.
If you’re using a hosted service: Any decent paid hosting service should let you take your data with you, so there’s rarely a lock-in from paid hosting services.

The latest Signal and WhatsApp breaches targeting German and Dutch government officials prove that consumer apps have no place in government.
❌ As European governments pursue digitally sovereign strategies, they should take the next step: Ban the use of consumer apps like Signal and WhatsApp for government-related conversations.
Secure government communications need infrastructure designed for the public sector - not repurposed consumer tools.

Digital sovereignty isn’t just about buying European software - it’s about control, choice and avoiding lock-in.
Open source + open standards let governments operate independently, switch vendors, and keep control over critical tech.
Europe has strong open source foundations, but they’re underfunded. More investment in interoperable, open technologies would boost resilience and EU economic impact.

Element Classic shared no code between iOS/Android/Web and so more than tripled bugs & maintenance. It also used legacy UI (UIKit and Android Views). So Element X switched to using matrix-rust-sdk as a shared engine, and also switched UI to SwiftUI & Jetpack Compose => new app. It has several years to get to parity with the old app though, hence no forced upgrade yet. so the good news is that ESS is just a distro of vanilla Synapse (alongside Element Call, Web, Admin etc) so migrating from pure synapse is very doable. The good/bad news (depending on your prefs) is that ESS is a helm chart for k8s, so you get the same base distro that we use in our massive paid deployments. However, that does mean running a small k8s for it (eg k3s or microk8s). It then should look after itself pretty well.

(3/3) Device verification has existed for a long time and most users are verifying their devices already. However, it was not mandatory to be done so far (except in the new Element X mobile client) and unverified devices were allowed in communication which led to confusion and issues described in the blogpost: https://element.io/blog/verifying-your-devices-is-becoming-mandatory-2/

In a non-E2EE application, Bob can trust the server that the message is from Alice (as Alice is authenticated). In E2EE, Bob needs to check (cryptographically verify) that the keys of Alice’s new device used for message encryption, are cryptographically linked to Alice’s identity.
This is a slightly simplified & compressed summary for those who are more tech savvy.
For a non-technical user the simplified summary is that other users can always be sure that this device belongs to you.

- Device verification is needed for the purpose of end-to-end encrypted (E2EE) messaging. In Matrix, each user can have multiple devices (aka sessions, logins). When you log in a new one and verify it - what is happening under the hood is that you cryptographically sign the keys of this new device (which are necessary for E2EE) with your cryptographic identity. This will provide other users the ability to cryptographically verify that this device belongs to you.

- Bots (and bridges) can be verified, but their code may need updating to allow this. The easiest way for a bot to provide verification is to support creating a recovery key and then supplying it when creating a new login.

2025-11-20 10:23:12 UTC

- reply

- Yes, correct. We’re talking about verification of the new Matrix session/device when you log in - for the purpose of end-to-end encrypted messaging. This is absolutely NOT some kind of centralised device database: it's a way to say "this device definitely belongs to me" in a way that can't be faked.

🇩🇪 How do you consolidate government-to-citizen communications across Germany’s highly federalised public administration?
At #MatrixConf2025, Dominic Brown from @npub1ueg…399r shared his work on building a federated, secure and user-friendly communications infrastructure for citizens and organisations.
@npub1m9z…whzq is recommended as the default infrastructure, with pilot projects like NEO already testing Matrix-based messaging for administrative procedures.

🔐 From April 2026, only verified devices can send or receive end-to-end encrypted messages on Element.
This further ensures you can trust every message and stay protected from potential malicious activity, following the Matrix spec update announced at #MatrixConf2025.
