There are also several settlements outright taken by the Palestinians; those haven’t been taken back yet. Something will have to be done there, and who knows what the consequences of that will be.
This is scene I of Act I in a story that’s going to play out over several days, at least. Possibly weeks, maybe months. This is not “Gaza fires some rockets, Israel drops some bombs, status quo continues.” It’s a complicated political situation. Even a land invasion promises massive casualties for the israelis. They want to go full genocidal without the consequences that will entail. They are not ready for a full incursion into their country.
