Finding content within Peertube is still done through Sephia search. They did release an app a week ago but, it's very limited depending on the ecosystem you are in (iOS or Google)

That was my issue in thinking, incorrectly probably, that in the beginning the off-topic section(s) would be the only place people would gravitate towards, while leaving the rest barren.
This was a good wake-up call in that even if there is a off-topic, it will still serve a purpose to to keep people within the forums talking about random topics.
