Not at all trying to defend this indefensible cowardice, but state dinners typically have assigned seating that is very strictly determined by the host. I could imagine the White House putting Cook next to Bolsonaro as a provocation or warning.

Such an idea! Rather than cancelling commercial flights, the FAA could cut private jet flights. Or close private airports. This would ease the burden on air traffic controllers much more than the 10% cuts we’re currently seeing.
