The numbers would probably get lower as bodies keep piling as that'd be one of the intended side effects of terror, but I highly doubt they'd still be low enough that the State would collapse, over 50% of these people must die, one way or the other, and it's not just the cops, but pretty much everyone employed by the government.

Not really, it's full of meaning. It's a form of psychological warfare that involves terrorizing through well organized, well directed acts of brutal violence towards specific social targets to cause unrest and destabilize the State. This is the only way governments can be dismantled today because nowadays they have the means and tools that make broad, big revolutionary social movements impossible, it's been proven many times that retards trying to organize into big hierarchical crowds to fight cops can't get shit done on the current day and age, they get cluttered with useless people, saboteurs and feds. Disorganized terrorist cells however can cause insanely high damage while staying in small groups, they are impossible to infiltrate and the only way they can be stopped is when they've already attacked, and they're not always caught, because chaos is their best friend and they do lots of that.
