I will be looking for that citation tomorrow; there were a surprising number of studies about how many SCOTUS justices are needed.
Switzerland is less homogenous than NYC, w/4 official languages - German, French, Italian, and Romansch and 26 Cantons (think burroughs, only bigger and often geographically divided ) But it is smaller in population.
