I think this is absolutely right, but trivializes it to be a small vs big government issue.

Government will always look to expand and will always get people to support the expansion. They will succeed.

That said, a government can be big without resorting to death and destruction as a way of doing business like the US does.

Government will tend to cede control to the oligarchy, and this inevitable so an extent. Especially in a representative democracy like in America.

The balance of power is not on the 3 branches of government, that is self policing and has fialed. We need to look past this failed mechanism.

When it comes to geopolitics, the reasomable balance is in multi polarity and non hegemony.
