If American aggression was only composed of a Mad Man then he would be taken down by his own crimes (starting a war without Congress is a crime). Instead, America is occupied by a foreign power - leaving nobody in power left to stop him. Of course, the problem stems from Feds having too much power to begin with. It was supposed to be a federation of states.
