I do not believe that phone calls are replaced live with AI, since this has not leaked. Also note that for the moment, constant and live phone surveillance is not done, because it is illegal, and again, nothing has leaked. Naturally, if you are an official enemy of the state, all bets are off.
That said however, does not mean that the laws cannot be change, and most likely they will if/when people start to use classic modems over phone lines. It is super easy to filter out modem
