Depending which country you're in that's 100% of all telephony traffic bar none. They don't have to tap anything. It's *all* tapped by default. That's been the case for decades already. Even when they say it's not, it usually comes out later they were lying. So you better assume that's the case 100% of the time. And also before even considering who owns/runs the operating system on your phone, has access to invisibly update it via the sim card, etc.

I had a friend in the military tell me almost 15 years ago that not only do they automatically scan all calls for keywords, but in select cases can replace the content of conversation with whatever they choose in real time. Consumer grade AI can barely do that now, but this was 15 years ago that I was told about it, and it'd already been in use long before that.

As to HAM, it's illegal to encrypt HAM traffic, and to transmit without a license. If you try, expect to have a bunch of HAM radio nerds narc on you to the feds in a heartbeat. Citizen (ie. walkie-talkie) bands are also an option, but also unencrypted, and with legal limits on transmission wattage/dB. LoRa is a decent work around, but for text-only over very low bandwidth connections. Wi-Fi HaLow is a bit more usable and one of the technologies I'm keeping an eye on, particularly because it potentially allows for all your usual internet traffic out of the box, including encrypted data, but over unlicensed ad hoc mesh networks with reasonable bandwidth and range. That said, it still depends on having enough devices deployed near you and routable to whomever you want to talk with.
