I think cookiecutter is perfectly fine/amazing for kicking off a new project.
Copier has support for updating projects and even has a migration concept. See if https://copier.readthedocs.io/en/stable/updating/ speaks to you.
I haven't looked in a while, but I thought their hooks fit my brain too.
