my kids' primary school (in Stoke-on-Trent) had a library when the oldest started, then for reasons I've forgotten got rid of it. It might have been to do with needing to use the space as classroom. Several years later, they set up a new library, which is just a corner of the hall with a few bookshelves. Not very impressive, but better than nothing, and they did also start to run a whole bunch of schemes to encourage reading.
