That used to be the case. these days Trump announces something, or shows off a signature on something, and the sheeple all fall in line. Congress will agree when they are obliged to. There is no democratic process in the USA any more. Masked & armed gangs kidnap people off the street, from their homes, from their work, from their recreational place and disappear them - it seems it’s all perfectly fine. Trump announces some incomprehensible word salad, and the media agree, without question.
