I don't want to be naively enthusiastic about local governments, but, there are examples of local governments trying to fill the gap left by SNAP. It's not quite the full radical possibility shown by "disaster communism", but I think a few instances of, "Well, we've got all this food, so why don't we just give it to people, and figure out the bookkeeping later", may shake things up a bit.
