If they have problems making backups, won't they also have problems remembering their password or keeping their e2e decryption key?
wouldn't that then mean that the history server side would be not completely secure so that you can perform a "password reset" / "restore account" service?

Or is the problem regular backups and it would be less of a problem on a server that keeps the messages so importing an old backup would redownload all messages.
