I wish I could speak from experience, but I've never even seen a coop, much less participated in one. But ideas?

Form small groups of like 5 people, to discuss what to do about whatever it is, then people from those groups can make the decision based on what each group wanted. It doesn't eliminate the effects of people terrified to say anything in opposition, but at least they're limited to refusing to protest what their small group says, rather than to what everyone says.

I think you'll find that as people feel safe and represented, there will be fewer and fewer introverted and less verbal people who refuse to express themselves.
