Nope, I don't believe that! It's basically decentralized nodes passing along notes to each other. Kind of like kids in school passing notes - it originates at A, gets handed "across the aisle" B to C to D, etc until it reaches its destination. The note is encrypted as it moves. Same idea for mesh networks as with Nostr. Anyone can run a node to pass and receive messages.
