Yes defnitly there are always tendencies towards centalistic and anarchistic societies in the world. I am not sure about the EU actually. Could be.
But the amount of people that can read and write today is for example a very strong indicator of bringing power to the individual.
Every person that can read has the potential to inform themselfes by the source they trust the most.
The US loosing more and more economic power against China and the EU leads to a more multipolar world military but also economywise.
And the Internet of the 90s was just a baby (I was not on it then, but whatever new comes up will be different in the start than when more people start to understand how to use it)
