Are you saying your opinion is that they should do it with minimum risk and cost, or that their mandate is that? I think the opinion of many people is that they should protect the public from violent persons, not just do what happens to be easiest for the police.
The PA protest is just one of many peaceful protests getting horrendously treated by the police, and knowing there’s a high risk of being arrested is not the same as wanting to be.
