Most of the people in positions of trust and authority are decent-ish people.
I guess to maintain the theme I'd say the people in those positions of trust/authority are 'peace-time' consigliere. They believe in the rules and usually that's to everyone's benefit.
In peace-time they do well enough but they are literally unequipped to recognize or respond to the extensional threat Trump, and fascism represent.
