The idea is that you pull the lever periodically (6 monthly?) and release any air that's built up - as that air pressure can build up in a HWS and cause explosions. Of course, the air release is meant to happen automatically if pressure is exceeded. (In your case, the valve has probably failed and it may be releasing below the rated pressure).

Assuming a sustained (1min+) valve release doesn't fix/reduce (in which case go for 2 mins!) the issue, then if I was you, I'd see if you can find a mechanism to hold the lever in place so it doesn't bubble away, and then get a plumber to replace the valve when it's reasonable to do so. If you've got sufficient hot water, probably avoid running the unit overnight.

It's a pretty standard plumbing job for anyone who works with hot water systems, so I'd hope you can get out of it for $300-$400 (including the new valve and 30mins labour).
