I think a majority, at least if it's an enthusiastic majority that cares enough to try to get its way, should probably be able to dominate a community, or project. The solution is really separatism, having a different community / project for every minority who want to do things differently. A community/project needs a charter which can form the basis for negotiating issues but which can be changed only with consent of the entire community.
