I can easily imagine that most communities will allow anyone to follow, but will set criteria for everything else. Even paying-to-post would require you to get past a blacklist, for instance, but you wouldn't necessarily need to somehow gain membership, beforehand, as your post being accepted as an entry is de facto membership as a "contributor".
