I think "following" a community denotes being mostly passive (i.e. a reader, who wants to "favorite" or "bookmark" the community, so that they can find it easy again and observe changes to its state), whereas "membership" denotes a more active state. Perhaps a person who has some status to affect changes to that state (a moderator, a writer, someone who adds books to the common library), and there are different types or levels of membership, depending upon how the community is defined.
