Cool idea. Two data points here, one: Russia is one of the main sources for uranium, so yes, nuclear power is good for Putin. And two: You have to factor in a solution to keep the spend rods safe for about 100.000 years. Which means either the energy is too expensive compared to renewal sources or someone else pays the bill, for example future generation. And until then terrorists can use it for dirty bombs, if not guarded properly (see: Someone else's bill)
