From what I could gather it was because OBS was using older runtimes because Qt had regressions in the newer ones that they didn't want to deal with. Fedora was just forcing the OBS Flatpak on their repo to the newer runtimes without paying attention to whether it was breaking anything. I don't think the rpm package had the same problems.
