In that sense, sure. Any discrimination other than on merit is distortion, and "levelling the playing field" is shorthand for that. After all, what happens on a playing field if not competition, hopefully based on merit only. You wouldn't watch a football match where one team was granted free goals for being "socially disadvantaged." That's not a real competition.
