Confusingly, the commission report has this Appeal Board functioning for *all* ULURP decisions, but what ends up being on the ballot is specifically limited to applications that would build affordable housing. So it's pretty limited in scope (though a bad actor could game the system by adding 1 unit of affordable housing and slipping the Mayor and BP [potato chip] bags of cash). This could go either way, but I do think power sharing w/ BP for ULURP decisions makes sense. I'm a "YES" on this.
