This would allow the Council Speaker, BP, & Mayor to override Council-rejected affordable housing applications. Now, affordable housing is a large need. The Mayor currently has a veto for affordable housing; BUT this veto can be overridden by a 2/3 Council majority. This would instead share power, requiring 2 of 3 members to override Council, but also enshrine power by making the override the final decision.
