there's actually no menu bar in KDE. There's just panels and widgets. You can make it the way you want
And that's kind of one big reason why I personally like KDE; sure it has bells and whistles, but you can literally turn it into Gnome if you prefer, hell you can even turn it into a smartphone-centered touch DE.
I dislike Gnome because they purposely REMOVE options for no other reason than being opinionated. It would not hurt their goals any tiny bit if they just allowed more toggles 🤷
