[ imattau/nostr-blog ] fix: wait for port release after service stop, add Caddy import line
- Add wait_for_port_release() that polls ss up to 10s after stopping
the service, so TIME_WAIT sockets have time to clear before jumping
to a new port. This prevents spurious port changes on redeploy.
- When the main Caddyfile exists but doesn't import the snippet
directory, append the import line with a backup of the original.
Previously it only warned and left the config stale, causing 502s
when the backend port changed.
