Yup it is, like you see on wisp at the top right of your feed you are probably connected to 70 relays or so, wisp handles connecting to the right relays relative to who you follow
Don't worry too much about it, my notes only go to 5 relays and everyone sees them. The old idea to just blastr everything is obsolete now. Just shitpost away and let the nerds take care of the relays.
Only exception is primal, if you want those users to see your posts you need to add it to write relays, the other big clients can find them no matter where your notes are
