Did some reading. Surge protects high voltage. In a brownout they do nothing.
Brownouts still break things because low voltage draws the current high enough to let the magic smoke out.
The only way to save yourself from brownout is an AVR UPS. Who has that for their light switches?

Imagine that you life in a fake democracy where the people you elected do not get to dictate the direction of the policy.
Then a body you can't elect wants to keep pushing this through so they can spy on all chat messages.
