I think you're stretching the word PRIVATE here. where my original disagreement still holds. The flock camera's EXPRESS PURPOSE (regardless if the name on the equipment (property) is held by a private entity) is for mass surveillance of public property.

The CFTC just blocked CME Group from listing a first-of-its-kind 24/7 crude oil futures contract.
CME tried to fast-track it through self-certification, which could have allowed trading as soon as Friday.
CFTC Chair Selig called the move "wholly inappropriate" and stayed the listing for a thorough review.
The contract would have let traders buy and sell a 10-barrel WTI crude mini future at night and on weekends. Since the Iran conflict escalated in February, attacks on Mideast infrastructure have frequently hit when futures markets are closed, highlighting the gap.
Selig has met in recent weeks with senior executives from Shell, Vitol, BP, and ExxonMobil as part of the agency's review before making any decision on expanded trading hours.
